Principle

On the basis of Progressive Utilization Theory (PROUT) with unique idea Thamizhar Kazhagam is coming forward to serve the Tamil Society at large and will strive hard for the all round welfare of the Tamil Society.

The PROUT is a comprehensive socio-economic theory propounded by Shri P.R. Sarkar. It advocates for the decentralized socio-economic planning and development to guarantee the minimum requirements of life to every individual i.e., food, clothe, shelter, medicine and education. Thamizhar Kazhagam will put in all efforts to implement the PROUT through all types of democratic means.

Thamizhar Kazhagam declares that it bears true allegiance to the Constitution of India and to the principles of socialism, secularism and democracy and will uphold the sovereignty, unity and integrity of India.

Thamizhar Kazhagam will strive hard for the socio-economic progress, to eradicate all forms of exploitation, corruption, without violence, upholding the religious tolerance, without caste, racial and religious difference, to promote rich cultural tradition of Tamil Society, art and culture, literature and Tamizhar Kazhagam will be proud to dedicate itself to establish a strong economic Tamil society.

AGRICULTURE POLICY
Agriculture should be treated as industry. It is the responsibility of the Government to provide irrigation facilities and good seeds to the farmers free of cost or on negligible prices. Farmers should be encouraged to use green manures in place of chemical fertilizers. Small agricultural holdings should be brought under co-operatives to ensure higher production and increased purchasing capacity of owners. Agriculture can only enjoy industrial status through agro-industries.

SOCIO-ECONOMIC UNITS
Economic democracy can only materialize through decentralized economy. As such all economic activities should be reorganized on the basis of self-sufficient socio-economic units on the basis of same geographical region, same economic potentialities, same economic problems and same cultural legacy keeping in view socio-cultural diversity, India has been divided into forty four such socio-economic units. Where economic parity, cultural mixing, communication facilities and administrative efficiency exist between two socio-economic units. In course of time such balanced socio-economic units will gradually expand and merge with each other to create larger and larger socio-economic units. One day even whole of South Asia may become single socio-economic unit but even at this stage, block would continue to be the basic unit of production. The approach for formation of these socio-economic units is regional but the spirit is universal which means that due to strategic reasons, the approach is regional although under lying principle is universal.

BLOCK LEVEL PLANNING
For all round development of the people, planning should be decentralized at Block level of about 100000 people. Planning should be prepared by local expertise. It would be the fundamental unit of economic planning. Planning should be for all three sectors of economic activities i.e. Agriculture, Agro-Industries and Agrico-industries. To educate proper persons for development planning, it would be duty of planners to open such schools because implementation of above development planning is only possible through socio-economic education. Planning must be from bottom to top and not imposed from top to bottom.

BALANCED ECONOMY
In balanced economy, there should be proper adjustment among agriculture, industry, and commerce. In balanced economy

RESERVATION POLICY
Reservation for an individual or class is sign of sick economy. Once economic democracy becomes a reality, no person or class will need help of reservation for his subsistence. However for the time being following procedure should be adopted on reservation issue.

  • First priority - To those who are both socially and economically backward.
  • Second priority - To those who are economically backward, not socially.
  • Third priority- To those who are socially backward but not economically.

EDUCATION POLICY
Education should be based on “Sa Vidya Ya-vimuktye”. So that it can liberate people from material wants, psychic bondages and leads them towards spiritual attainment. Education should be imparted to the people in such a way so that they can increase their purchasing capacity to meet their minimum requirements of life. It should not be confined to the knowledge of art and literature; history and philosophy; psychology and sociology; science and technology; but it should inculcate and enrich cardinal human values for liberation of intellect from psychic bondages. Education should also encourage people to do psycho-spiritual practice for spiritual development.

Education should be free for all people. It should be the responsibility of educationists and academicians to formulate education policy, not of politicians or bureaucrats.

SCIENCE AND TECHNOLOGY
Development of science and technology should be encouraged. So that agriculture and industries may be modernized and cost of production brought down.

FOREIGN POLICY
Neo-humanistic attitude should form basis for our foreign policy. We should work for establishing world Government through globalization of economy on the basis of small-small socio-economic units to larger and larger units.

TRADE AND COMMERCE
Liberalisation policy should not lead to centralization of economic power in the hands of handful multinational Companies who are holding money and media. Liberalisation means, wealth and economic power to go in the hands of people through decentralization of economy.

Globalisation of wealth is need of the hour due to rapid stride of technological and scientific advancement. But it does not mean that capitalistic economy should be globalised. Instead people’s economy should be globalised. This can be possible only when production will be done at block level through co-operatives. Various resources and co-operatives will form basic units for globalization to produce quality goods with the utilization of scientific and technological knowledge.

LABOUR POLICY
All the heavy industries engaged in production of consumable goods should be owned and managed by workers co-operatives. Working hours should be gradually reduced without loss of wages to increase employment opportunities because it is social responsibility to provide jobs to every individual. Workers should be encouraged to utilize saved time for increasing their skill and psychic development. Constant efforts should be made to reduce the gap between highest and lowest wages so that workers at the lowest level may also be enabled to avail more amenities of life. Gradual elimination of the gap between the highest and lowest wages is the sign of progressive socialism.
